With the end of the Bicycle Plan, national aid for the purchase of an electric bicycle has been eliminated since February 15, 2025 (Decree No. 2024-1084 of November 29, 2024 relating to aid for the purchase or rental of low-polluting vehicles). Thus, it is no longer possible to count on the ecological bonus, the conversion premium, or the additional premium for individuals residing in low-emission zones (LEZs). However, other aid and subsidies remain available. Regional aid for an electric bicycle

Several French regions are continuing their support schemes for the purchase of electric bicycles. The conditions and amounts involved vary from one region to another, while financial assistance can represent up to 50% of the cost.

Different types of electric bikes may be eligible: e-bikes (electrically assisted bicycles), folding bikes, cargo bikes, adapted bikes, and also electrification kits installed by a bicycle industry professional. Models must be new or reconditioned to be eligible.

The regions offering subsidies for electric bicycles in 2025 are: Île-de-France, Occitanie, Grand Est, Corsica and Centre Val-de-Loire.

Help from the Île-de-France region

Through its Île-de-France Mobilités program, the Île-de-France region offers its adult residents assistance for the purchase of a new or reconditioned electric bicycle from an approved professional. This assistance amounts to up to:

  • €400 for electrically assisted bicycles, folding bicycles and unassisted cargo bicycles;
  • €600 for cargo bikes with electric assistance;
  • €200 for electrification kits installed by a professional;
  • €1,200 for adapted bikes.

Accessories such as helmets, locks, baskets and specialized accessories for adapted bicycles can also be eligible for financial assistance, provided they appear on the same invoice as the bicycle.

To benefit from this, the request for assistance with the purchase of an electric bicycle must be sent to the Île-de-France Mobilités platform and the purchased bicycle must be kept for 3 years without resale.

Help from the Occitanie region

To support the development of clean modes of transport and encourage cycling, the Occitanie region is offering an "eco-mobility voucher" worth €200. It is aimed at individuals - not legal entities - with a reference tax income per share of less than or equal to €14,089 and whose main residence is located in the Occitanie region. In order to benefit from this aid to acquire an electrically assisted bicycle , it must be new, purchased from a professional in the Occitanie region, not use a lead battery and not be transferred by the purchaser within the year following its purchase.

Assistance from the Grand Est region

For residents of the Grand Est region, the region is providing assistance with the purchase of a new or used electric bicycle, whether it's a cargo or longtail bike, an adapted bicycle, or the installation of a bicycle conversion kit. Here are the amounts and conditions:

  • Cargo bike or longtail (extended bike): the flat-rate aid amount is €500 and the aid is capped at €5,000 until December 31, 2028.
  • Installation of a bicycle conversion kit: the flat-rate aid amount is set at €200 while the aid is capped at €500 until December 31, 2028.
  • Bicycle adapted for people with reduced mobility: the aid is limited to 70% of the total price including tax and amounts to €500 with the mobility inclusion card bearing the mention "disability" or "priority" for the acquisition of a "classic" electric-assisted bicycle, or €3,000 with the mobility inclusion card bearing the mention "disability" or "priority" for the acquisition of an adapted bicycle (handicycle). The beneficiary may be a minor.

For this latest model of bicycle, other assistance can also be requested from Social Security, mutual insurance companies, Departmental Health Centers (MDPH) or other funds.

In all cases, the equipment must be purchased from a professional and the online application for assistance from the Grand Est region must be made no later than 4 months after purchase. The beneficiary agrees to keep the bike for at least 24 months, or 12 months for bikes adapted for minors.

Aid from the Centre Val de Loire region

Two different subsidies are offered by the Centre Val de Loire region: "rural mobility", aid for the purchase of an electrically assisted bicycle to encourage daily cycling in low-density areas, and "Rémi Zen", aid for folding bicycles and folding electric scooters, aimed at promoting intermodality with public transport.

Regional aid for rural mobility is aimed at residents of a municipality in which the Region is the Organising Authority for Local Substitute Mobility (i.e. excluding urban communities, metropolitan areas and communities of municipalities which have chosen to take on mobility responsibility within the framework of the Mobility Orientation Law), aged at least 16 years on the date of purchase of the electrically assisted bicycle (EAB).

Its amount represents 25% of the cost of the bike including tax, from a minimum of €150, up to a maximum of €200. In addition, there is the possibility of an additional flat-rate aid of €25 for the purchase of a lock costing more than €50 that allows attachment to a fixed point (i.e. excluding frame locks).

This aid concerns the purchase of an electrically assisted bicycle intended for utilitarian use: an electric bike for going to work, doing the shopping, a cargo bike for transporting children, a tricycle or recumbent bike, or a bicycle adapted for a person with a disability. For the latter, the aid ceiling is increased to €500. In order to justify its utilitarian use and be eligible, the model must include a luggage rack and/or a basket, fitted as standard or as an accessory.

Furthermore, the Rémi Zen scheme, intended for users of the Rémi transport network (excluding school subscribers) to enable them to use compact means of transport as a supplement, offers assistance with the purchase of a folding bike , whether electric or not. It is equivalent to 40% of the cost including tax and a minimum amount of €150, which can go up to €500.

For these two regional aids, the bicycle must be new or reconditioned by a cycle professional, comply with the regulations in force on the date of purchase, have a lead-free battery and be purchased from a bicycle dealer approved by the Centre Val de Loire Regional Council from July 1, 2023 (list available here ) , except for people with disabilities.

Help from the Corsica region

In order to encourage the creation of infrastructure for cycling and develop the use of electrically assisted bicycles, Corsica grants financial aid to Corsican individuals, businesses and communities.

For individuals, the amount of this aid for the purchase of an electric bicycle is 25% of the price of the electric bike, capped at €500. Thanks to the system of the Corsican Sustainable Development, Urban Planning and Energy Agency (AUE), the aid is directly deducted from the invoice, provided that the electric bike is purchased from one of the bicycle shops in the "Muvemucci Altrimenti" network to benefit from the subsidy. You must also prove your residence in Corsica, use the bike as a means of utility transport and commit to keeping it for 3 years. Electrically assisted mountain bikes, racing bikes and online purchases are excluded from the system.

Local subsidies for an electric bicycle

Some communities also offer a subsidy for the purchase of an electric bicycle, which can sometimes be combined with regional aid.

The Sustainable Mobility Package (FMD), assistance with purchasing an electric bike

Paid by the employer for journeys between home and work and to encourage an ecological mode of transport, the Sustainable Mobility Package assistance can apply to the purchase and rental of an electric bicycle. It is aimed at both:

  • to private sector employees, with a package of up to €800 per year, or even €900 combined with a public transport pass;
  • to public service agents, up to €300.

Unlocking employee savings, a solution for acquiring an electric bike

The purchase of a new electric bicycle, considered a clean vehicle, is one of the new reasons for unlocking the company savings plan (PEE) since the decree of July 5, 2024. This aid allows employees to receive part of their employee savings without being taxed on it, within six months of purchasing the bicycle.

To benefit from this, the release request and the purchase invoice for the new bicycle must be sent to the organization that manages the employee savings plan on behalf of the company.

Long-term rental with purchase option (leasing) of an electric bike

To reduce the significant investment that purchasing an electric bike can represent, leasing is an attractive alternative. It involves purchasing a bike at a reduced rate after a long-term rental. Some companies, as well as some cities, are implementing this solution.

This is the case in Rennes, which offers, via the STAR network, the rental of an electric bike for 1 or 2 years (6 months for a cargo bike like the Formidable from Galian) before being able to purchase it at a preferential price. A new Classic e-bike worth €1,400, for example, will cost €145 to rent for 12 months to a public transport network subscriber, before being able to buy it back for €719 (or €659 for a 24-month rental). Offers are also open to residents who do not have a public transport subscription, and reconditioned bike models are also available. Don't hesitate to inquire via your municipality!
